Ndè Nàowò Environmental Ltd is directed by three directors whose combined expertise spans Indigenous business development, ecology, project management, and northern field operations. Together they provide the technical rigour, professional credibility, and northern relationships that underpin everything the company delivers.

Jasper Lamouelle

DIRECTOR | TŁĮCHǪ NATION MEMBER

Jasper is a founding Director of Ndè Nàowò Environmental and a proud Tłı̨chǫ citizen from Behchokǫ̀, Northwest Territories. He is the founder and CEO of TLOHMBAA Developments Inc., the Tłı̨chǫ member-owned company that holds the majority Indigenous ownership of Ndè Nàowò, and brings over 20 years of leadership in Indigenous business and economic development. He has served as CEO of First Kaska, the Liard First Nation's development corporation, and as President and CEO of Tłı̨chǫ Investment Corporation Ltd.

Jasper has collaborated extensively with Indigenous governments, industry, and all orders of government to deliver projects that generate long-term socio-economic benefits — employment, skills development, and community ownership. He has served on the boards of the Canadian Council for Aboriginal Business and the NWT & Nunavut Chamber of Mines, and speaks frequently at national and international forums on Indigenous economic development, infrastructure, and reconciliation.

Kevin J Wilson — Director, Ndè Nàowò Environmental Ltd

Kevin J Wilson, RPBio, PBiol, RPF

DIRECTOR | SENIOR BIOLOGIST

Kevin is a founding Director of Ndè Nàowò Environmental and the founder and CEO of Ecofor Consulting Ltd., Ndè Nàowò's partner company. A professional biologist and forester working in natural resource management since 1992, he has been project manager for environmental, fish, and wildlife assessment projects throughout the Yukon, Northwest Territories, British Columbia, and Alberta.

His experience includes environmental impact assessments, caribou and mountain goat habitat assessments, and the development of harvesting protocols for important species including goat, goshawk, and caribou. He has been senior project manager on major hydroelectric (transmission line and dam), oil and gas (pipeline and facility), transportation, forestry, and mining projects throughout western and northern Canada. Kevin is a graduate of the University of New Brunswick and a member of the Association of BC Forest Professionals, the BC College of Applied Biology, and the Alberta Society of Professional Biologists.

James Mooney — Director, Ndè Nàowò Environmental Ltd

James Mooney, MA, RPA, RPCA

DIRECTOR | SENIOR ARCHAEOLOGIST

James is a founding Director of Ndè Nàowò Environmental and leads the partnership's archaeology and cultural resource practice. A cultural resource manager with more than 30 years in the field and over 25 years of management experience, his work spans heritage assessments, First Nations engagement, public consultation, planning, traditional land use studies, public outreach and education, artifact analysis, cemeteries and human remains, and environmental document preparation and review.

He has worked on environmental and heritage projects across the Yukon, Northwest Territories, British Columbia, and Alaska, as well as in Texas, Oklahoma, Arkansas, Mississippi, Louisiana, Hawaii, Maine, the Commonwealth of the Northern Mariana Islands, Japan, and Honduras. He served with the Yukon Heritage Branch in the 1980s and the Canadian Museum of Civilization in the 1990s. A Registered Professional Archaeologist since 2000 and a Registered Professional Consulting Archaeologist (BC) since 2011, he has held and closed over 60 heritage permits in the Yukon, British Columbia, Northwest Territories, Alaska, and Alberta.
